Would dressy jeans and a Tommy Bahama shirt (tails out) be ok to wear for dinner at at Mesa Grill, Aria Buffet and Bellagio Buffet?

You may be pushing it. Anything less than a shirt and tie they may turn you away.

Of course except for maybe 1-2 extremely high end places the dress code in Vegas restaurants is gone, Aria/Bellagio buffet you will see people in short and tank top

    You'll be fine.

I'd be worried if you were tucking in your Tommy Bahama aloha shirt!!!!

Buffets are as casual as it gets, so shorts, t-shirts, flip flops, baseball caps - anything goes. As far as Mesa Grill is concerned, I would not go to any "nice" restaurant in improper attire. That means a shirt with some kind of collar (even if it's a polo shirt) and long pants (dressy jeans work, but not sneakers).

From Caesars own website page for Mesa Grill, it states that dress code is "Business Casual", which can mean a lot of things but a Tommy Bahamas shirt and dressy jeans should be fine:

HoppinHardWays above mentioned seeing someone in gym shorts and a t-shirt in Mesa Grill. Just because they let someone in dressed like that doesn't mean it's not tacky or inappropriate. IMO, if an establishment lists a dress code, you should abide by it.

To reiterate what others have already posted, yes you'll be good.

T-Shirt and shorts are fine for Aria/Bellagio buffet.

While some folks may go to Mesa in a T-Shirt, I would avoid. A short-sleeve button down/polo and jeans is just fine for Mesa though.

And even at the higher-end places they tend to be pretty lax about things. I'd say that other than Picasso, Guy Savoy, and Joel Robuchon you're probably okay, and certainly at the buffet.

I've seen t-shirts, ripped jeans, and baseball hats at Robuchon so doesn't seem like it matters anymore.

They'll still let you in. I've seen the same at Picasso. But those are the only places where I can think of where it's still even frowned upon.

Wynn buffet requires sleeve shirts. My buddy was denied entry because he was wearing a tank top. They offered to sell him a Wynn polo shirt but we declined and ate at Charlie's instead.
