Here is some information you might want to know for NYE on The Strip:

No large bags, including backpacks. Nothing larger than 12x12x6.

    No glass or metal containers.

    No strollers.

Eastbound Flamingo from Rio will close, as well as the offramps at Flamingo at 5:00pm.

Las Vegas Blvd from Tropicana to Spring Mountain (Between Venetian and Wynn) will be closed at 6:30pm. Driveways to hotel/casino properties will begin closing at this time.

All vehicle traffic is shut down on Las Vegas Blvd from Tropicana to Spring Mountain at 8:00pm.

Also remember that you will *not* be able to buy alcohol at CVS/Walgreens/etc. on New Years Eve, starting pretty early in the day.

At least some resorts do not allow access unless you're a hotel guest, so plan ahead.

Any info on whether you can cross the strip on foot at night on NYE? Wondering if I can easily get from Caesar's Palace to Flamingo.

The strip is closed to traffic and full of people, so yes.

getting access into some hotels is sometimes restricted. Depending on what time, the mass of people might be a challenge.

It looks like there might be actual rain on NYE:

I may be staying for NYE now. Since I suck at maps and directions and see there are street closures, will I be able to get between downtown area and Excalibur or is it hopeless? Wasn’t sure if there were back roads or something? A friend here offered me a free room at Excalibur so I’m seriously considering the stay, but it depends if her flight arrives on time.

Eastbound Tropicana doesn't appear to be closed, so cars, cabs, and the CX bus can take the freeway south from downtown to Tropicana (Excalibur is on the SW corner of Tropicana and the Strip).
There are also roads east of the Strip that run from downtown to Tropicana (like Maryland Parkway). Traffic will be bad, but you actually are better off at Excalibur than at a hotel farther north (like Bellagio, Harrah's, etc.) since the closure of the Strip ends at Tropicana.

There are back roads, but I would honestly not count on being able to get around too easily. If you need to get from one place to another, it can be done, but you need a driver who knows the area.

    EDIT: And plenty of patience.

The buses are running NYE, albeit via detours. The monorail is running, as well. You could take the deuce from downtown to near the Luxor and walk from there, or you could take the bus (or taxi, rideshare) to the monorail station at the Convention Center and just take the monorail to MGM and walk across the street.

FYI, at least according to the sign at Aria, there will be no rideshare pickups on the Strip starting at 6pm

Police are closing at least some pedestrian bridges. The bridge between Venetian and TI is closed.
