Can you get from one to the other without walking to Flamingo to Koval. Looks like properties abut, but not sure if there is a barrier

Koval Lane goes all the way through still
    Sketchy walk at best.

I once tried driving that back way. Left EI via the little road on the side of the Super 8 hotel and drove to the back of the Tuscany property. There was a fence around the back of Tuscany that kept me from getting through with my car but I'm not sure if it was contiguous enough to stop you from walking it.

You can't walk through the fence.
You can use the south entrance of Tuscany. But it prbably takes the same time as the north route.

I did the walk last month. As jejas pointed out there is a fence between the two. You have to walk the sidewalk down flamingo to koval. No shortcuts.

It's a 5 minute walk. I've done it several times. If you don't have time for that, try pole vaulting.
