The Beauty Bar a and Don't Tell Mama on East Fremont both have it one or two days during the week. Stateside Lounge in the Arts district has good deals with Ladies night on Wednesday and Men's night on Thursday. Free drinks for a couple of hours.
Suggest taking a short cab ride (don't worry they won't take you through a tunnel) from downtown to Dino's Neighborhood Bar on LV Blvd., which is just a little north of The STRAT and across the street from the OG. It's a GREAT place for Karaoke and very well know for it. Take a cab back as well.
Though it's not Downtown, on The Strip at Harrah's they have Karaoke 3 nights a week and it's SUPER FUN! MrFuri and I totally recommend it and usually go every trip (it's 6-9 on Monday and Tuesday and 9-2 on Wednesday). We love the early hour, because we like to gamble late Enjoy! -MrsFuri
Stateside Lounge is more homeless corridor than arts district. Been there many times though. If you have a car, don't leave anything in it. Usually a good police presence at the gas station or a little farther north. Can almost always count on seeing them handcuffing someone. Karaoke can be fun, lots of 'interesting' people in there. Lol. Be safe.
Mandalay Bay has a live band that basically backs up Karaoke at House of Blues once a week. Those guys can make anyone sound pretty good.
