The Wizard of Odds has a good table with most of the games with decent or better rules (lots and lots of crap ones out there, especially at CET properties).

At your betting range, perhaps the MGM Grand might be best, it's my favored location due to rules and bet minimums (I play at about the same level, usually at $50)

Sometimes NYNY has a good game at that level, sometimes it bumps up to $50. You were asking about MC suites...there's only dealer H17 at that level, but otherwise good rules. The wizard of odds says there's a $25 game there with dealer S17...there isn't. I've looked for that game and it's no longer there at the Monte Carlo.

All the best games are at MGM properties.

MGM Grand - Pit 17. $25 a hand, $50-$100 at peak times. "Vegas rules" - S17 DAS RSA Late surrender 6 deck shoe.
Aria - same thing, not personally familiar with when they bump up the minimum. Also a DD S17 game with DAS and good penetration, but not sure about the minimums on it.
Mirage - Same as Aria, but I believe the S17 tables on the floor are $25 more often. Never played their DD.
Bellagio - same as MGM grand, not sure about their DD games

Everywhere else, vegas rules are $100/hand or more (Mandalay Bay had it at $200/hand last night...no thanks!), except I've seen it for $50 in the Monte Carlo HL room.

I'm not sure there is a casino that always has the best 6 deck or DD game available at the $25 level but MGM properties are the ones to check out.

Bellagio - 6 deck pit with all the good rules, just past the Baccarat Bar. Not open mornings. Usually has at least one table at $25 minimum.

Mirage - One DD table outside the high limit lounge. Supposedly one S17 6 deck game as well. DD game often available at $25.

Aria - DD & 6 deck pits with all the good rules. More likely to find a 6 deck game with $25 min than a DD game.

MGM - At least one pit with good 6 deck games, often available at $25.

Some of this is from personal experience, some from what others have posted. It will obviously be easier to get the good games at the $25 level on quiet mornings and afternoons than weekend evenings.

You asked for the best games at $25. You may get recommendations for other places but I suspect they will turn out to be H17 games.
