Yes you get facilities access which is fully worth the $20 even though they have reduced the beverage offerings in the tea lounge. Additionally you get a nice 20% discount on services as well, so if you book a service you waive the admission fee.
This has worked out well when my wife wanted a spa treatment and I wanted to use the Sauna / Whirlpools to detox. Additionally they have a kick ass shower room with private shower stalls and these awesome rain heads. I will typically dress in my pool attire, and take clothes down. Do my Spa visit and shower and dress their since they have full amenities.

Additional question; do you know if admission to the Linq spa is free for Diamond members?

Access to all of the CET spas is free for diamond members except for the Qua Spa at Caesars.
