I stayed at Ballys 6 years ago and there was a free shuttle from Paris to Rio. 2 questions:

    1) Does a shuttle to Rio still exist
    2) If yes, do you have to stay at a Caesar's property to use it?

    Thanks

There are shuttle buses that run both from Bally's and Harrah's to the Rio. The Bally's shuttle is located on the side of the building facing Flamingo road. They run about every 30 minutes starting at 10 AM with the last shuttle leaving at 1 AM daily. You don't have to be a hotel guest to use either shuttle. You will have priority boarding if you possess a 7 star or diamond card from CET. The shuttles drop you off on the west side (by the buffet) of the Rio. There are seats at the waiting area at the Rio and they have overhead heaters during the cooler times of the year. I stay at the Rio frequently, and use the shuttles all the time.

We used the shuttle a few times from Harrahs and were not staying at a CET property. It worked pretty flawlessly. We did go to use it after we saw Penn and Teller and there were so many people waiting to get on it we just sucked it up and jumped in a cab.

Yep, that's just what happened to me. My vip card which I didn't think would work worked great and got on the shuttle before the crowd and it was crowed.

I left the Penn and Teller show as fast as I could for just this reason. Even though I wasn't the first out the theatre, the fact that many stopped to take pictures with Penn and Teller allowed me to get out quick. First in the shuttle line. Actually, the only one there but within 5 minutes, I'm sure it would have been packed.

Yes, high rollers board first and then something else boards and then I asked about my VIP card and he said board and then it was everybody else.

I had a similar experience. Last time I was in Vegas, I decided to use the shuttle to get back from Rio to the strip. I waited for what seemed like an eternity for the shuttle and then the shuttle was so full that I (and many others) coudn't get in. So I took a cab....

Rio has 2 or 3 different shuttles. They all seem to go to approximately the same place. The one we used dropped us off behind the High Roller ferris wheel.

B-connected shuttle drops off behind the high roller. You can catch it by walking across the street to the Gold Coast.

All these different shuttles are all to get you to Rio, right?

There are 2 shuttles that go to the Rio. One from Harrah's and the other from Ballys. The b connected shuttle will get you to the gold coast. From there you would have to walk through the parking garage and across the street to the Rio. It is an easy walk the there is a red light with a cross walk there for pedestrians.
