So you think the people who reportedly heard shots, and fled from the hotel felt safe? I'm guessing that they didn't.
I made a comment earlier in the week, that the shell of safety that surrounds the tourist areas of Las Vegas is eroding. That isn't to imply that you need a bulletproof vest and a weapon of your own if you are a guest in town. Not yet, anyway.

Just a guess, but probably because that store is only a few feet away from the parking area. Potential quick getaway
