    9am midweek arrival.
    Pick-up at terminal 3.
Stop at Las Vegas sign for photo op.
Stop at liquor store to stock up.
Once up and down the Strip.
    Drop off at Wynn.

Doable in an hour or should we do two?

I would do an hour and a half or two.
Call presidential limo an see what they say.
We actually did the airport special and asked them to make it 2 hours and it was amazing!
We even went to the High Roller.

Presidential may have a special for airport travel. A lot of times it includes the stop at the sign. Check their website.

I don't think you can't do all that in an hour, especially if you book it in advance and have luggage, because when you pre-book, your hour starts when the place lands.

If you hire the limo outside the terminal, you'll have a better shot.

The wildcard in your plan is that you say you want to do "once up and down the strip". But you can't start at the airport and end up at Wynn by doing a single loop, you have to do a loop and a half.

If you cut out the loop and just bang a U turn near Mandalay Bay, do the Vegas sign, do another U-turn south of the sign, hit the liquor store across from Mandalay Bay (no idea how their prices are) then continue up to Wynn, you can probably do it.

2 hours would be the best way. 1.5 wont be enough time, i dont think. 30 minutes to the sign and time there, 30 minutes up strip, 30 minutes wasting at liquor store.
