What a nice/decent non strip SB where we can put some short action on a few games and hang out at a nearby VP bar to watch the games (maybe with decent paytables?) and somewhere where we can grab a good pub type lunch would be a plus.

Somewhere where there will be a decent enough crowd to enjoy the games with?

We are staying downtown and I am not too familiar with the books there other than the small William Hill inside DTG (if it is still there), we'd be willing to Uber/Lyft it somewhere if need be.

    South Point meets your criteria.
Solid paytables at all the bars, including the Del Mar lounge next to the sports book. Lots of restaurants in the place too.

If you are downtown, try the Chicago Brew Pub at the Four Queens.

The 4Q has a William Hill sports book and there are plenty of other books within a short walking distance - Golden Nugget, Fremont (Boyd) and The D (Circa). Easy to shop for the best line.

The Chicago Brew Pub has some really good craft beer and good bar food (sliders, pizza, wings, etc.)

The VP pay-tables are pretty good. The best is 10/6 DDB, paying just a shade under 100%. But add to that the cash back and comp dollars, you are well over 100%. There are plenty of progressives at the bar as well.
