I tried this at the Hard Rock in October 2014 and although we didnt get upgraded to a suite, i was given an upgrade. i booked a king room with a mountain view. Did the 20 dollar tip and was upgraded to a pool view room on the floor and area i requested. Gonna try for an actual upgrade to a suite or something when i go in July.

Though I'm there 4-6 times a year now, my room's comped, so I've never tried the "trick". I was there a month ago and the place sure is looking great! They've expanded their convention space and now seem to be hosting a LOT more small (by Vegas standards) conferences. I'll be there again in early December and look forward to giving the new MB Steakhouse a try. They've also got a new Oyster Bar that's outstanding! I'm hope some others weigh-in to provide you some info per your question.
