Don't Know if this helps, but:

Directions to Bally’s & Paris Station
DIRECTIONS FROM BALLY'S TO (Monorail) STATION ENTRANCE
    1. From Las Vegas Boulevard, enter Bally’s Hotel

    2. Walk through casino and take escalators down to Avenue shops, Race & Sports Book, Spa & Salon and Pool.

    3. Continue through Avenue Shops and follow Monorail directional signage.

    4. Pass Food Court, Race & Sports Book, & Spa and exit through automatic doors to Monorail fare gates.
So, I guess it depends on how far it is from the Jubilee Tower to the Avenue Shops.

About 5-7 minutes. 10 tops if you walk slow.

Not sure which tower is which at Bally's anymore, but if you stay in the northeast one, you can take the elevator directly to the arcade level and that is a bit quicker to the Monorail.

The Jubilee Tower is the one closest to the strip which makes it the farthest from the monorail. Just don't miss the escalators down.
