I can't believe that in order to assign someone your companion card, once you make Tier III or 7-Star, the companion you want to assign the card to has to be present. You both have to be present to assign the card to someone.

I can't just call or in person at a TR desk say "Assign the companion card to my Mom, TR#1234567"

    That's bogus

Pretty much every transaction involving Diamond card requires photo ID. I recognize it's inconvenient, especially if you don't live near one of their casinos but considering all the scams going on, you have to appreciate the security measure.

Yeah, but my thought is, why can't I go to a TR desk, give them ID and TR card, and say "Assign companion card to my Mom TR#1234567" and when my Mom goes on her next trip to a CET location, she can go to a TR desk, show an ID and get a new Diamond card.

    I don't see why that's hard.
I don't see why my Mom and I both must be there at same time

    "Companion" pretty much describes it.

If you are not there, how is she a companion of yours ?

On the other hand, if she was there all the time, she could just do things with you. Even Diamonds can take a guest anywhere.

I agree with the OP - not very customer friendly. After all, you are a damn 7-star

Not talking about my wife, who would go to Vegas with me, and then, why would she need her own card if I'm there?

I don't travel with my Mom, I'm a little too old for that. I'd like to share my perks with my Mom, which I am able to do with the Companion Card, but because of their rules, it makes it near impossible to give it to her unless I coordinate a trip with her, and that's just poor planning on their part.

Unless making it difficult in order to reduce the number of cards given is the intent.
