The long answer is Yes - but not at the same property. I just got back from the Mirage on a offer and will be staying at the B in May on the same offer.
yes it can. at least once per property, but using it a second time at the same property requires that they approve it, which they will if you played to the expected level on your previous trip.
As said by "Mr Shifter".... if your play warrants it, they will do things to make you come back. If you used the offer once, and played lower than your norm, they may think twice.
