I usually only play VP but I've never won anything big on the first $20 on VP. So if you had a small FP, would you try dollar slots on the off chance you could hit something big on the first $10-15?
or just play what you like (VP)?

Does not matter if Indian Casino, or not.

Freeplay is free spins. Other than for the heck of it, I treat it just like regular money. It works the same way as far as the machine knows.

Though you may have never won anything on VP in the first $20, you do realize that the first pull is just as apt to hit a Royal, as the one after $100. The machine does not know if it is your first pull, or first dollar, or freeplay, or $100th dollar.

I always treat freeplay like extra cash. Play as normal.
