For the iPhone or PC, WinPoker by ZamZone is generally seen to be one of the best ones out there (not for Android).

VP Wizard is also for iPhone and very similar. May be for Android too (not sure).

For iPad, Best of VP is an AMAZING app - from the people of VideoPoker.com. It has modules that you have to buy separately for different genres of VP - but it is made to precisely replicate the machines you find in the casino - looking and acting just like them.

WinPoker and VP Wizard have hand analyzers that let you program in a hand you are stuck on and it will give you the suggestion.

Another app called Ultimate VP Book is more like a "reference manual" app for your iPhone (not sure about Android) which gives you the precise strategy for many many games.

Another app called PayTable for iPhone (pretty sure Android too) is not a game or a simulator or a strategy guide - but if you look up the paytable on your machine, it will tell you the precise expected return based on the game you are playing. Not an earthshaking thing - but for anything other than basic JOB I often get confused and this helps knowing whether the machine I am considering is garbage.

Probably some more stuff out there too...
