A new "attack" on porn slappers

    The ordinance will likely pass without a problem, but then get quashed by a higher court within a few days.

    The ACLU will likely argue that if people don't want the handbills they don't have to take them, but by accepting the handbill and then discarding it they are the ones littering and thus they are the ones responsible for said litter.

    Then they will probably liken it to something such as if somebody buys a cup of coffee from Starbucks or a can of pop from a store or a burger from McDonald's and then discards the container after consuming the food/beverage that the vendor shouldn't be held responsible for cleaning up the trash.

    No idea if it will pass but I hope something passes. I will admit that every 15mins is absurd, but something needs to be passed. Maybe every hour or two hours as a start. Guys are just trying to make a buck, well, if that......

    people need to start taking tons of these cards and raiding the "machines" with the mags and take all that garbage and go dump it in front of the local ACLU office and then stuff a bunch more of it in their office mail slot and then after that head over to the homes of local ACLU members and dump that garbage all over their lawn....every night

    I would be 100% positive they would want to get law enforcement involved for that "free speech"

    I don't take the things they hand out, so I don't have to throw them on the ground.As much as we don't like them, theyare just trying to make a buck. I don't take anything from the timeshare guys in there suits and ties so if you want to fall for something stupid it's all good-or bad. If somebody gives me something I don't like I bunch it up in my purse to throw it away later. Why do people think just because they are on vacation they can throw things wherever they want to. You wouldn't do it at home why do you think you can do it in Vegas?Whatever happens in Vegas stays in Vegas as long as you are respectful.

    I personally do not see how the porn slappers can be held accountable for some one else littering the streets and be required to pick up their free handouts.

    GET 'em gone! We don't need them. I liked the newsstands better anyway. Had a little magazine in there....I took like 6 back to my 8th grade buds when my parents use to pack us along to CC in the early 80's. I had cool parents that cultivated my love for LV early on in my life.

    the porn guys are not the ones littering. How can they be held responsible for IDIOTS that take them and then throw them on the ground?

    Its not really 'holding them responsible', its harassing them since they aren't wanted anyway. It gives cops an excuse to bust/fine them without 'violating their 1st amendment rights'.

    The wonderful commissioners have a long history of passing ridiculous laws in this area. The next step: a court case, where the law invariably gets thrown out. Just another way to spend those tax dollars!

    the reality is that public places are for everyone and sidewalks are public places

    and by "everyone" I mean people going about their daily routine not people taking up space and getting in the way to conduct commercial enterprises

    what makes the porn slappers, water vendors, costume idiots, and the rest so special

    can I go and pull a few new cars up on the sidewalk or a 35 foot boat and open up a boat and car sales dealership on the sidewalk

    how about I just pull up a food truck there on the sidewalk and start into business rent free or line up a dozen carts blocking the sidewalk and sell hotdogs, ice cream, lemonade, pizza, fajitas, burgers and anything else I want

    can I clean out my closets and start a garage sale there in the middle of the strip or a flea market.....can I lay out my blanket and sell my hand made trinket jewelry and make people walk around me blocking up 90% of the sidewalk as long as I don't bark out to them?

    where does it end and who gets what spaces and how much space do each of them get......can I wheel my big BBQ cooker up on the sidewalk and crank up the fire and get some real BBQ and burritos going in Vegas

    can I park my mobile billboard on the sidewalk for an hour or two.....what if I want to show a movie on the side of the building with my LED projector......can I get people with LED sandwich boards walking three wide so I have a huge LED billboard going down the sidewalk taking up 90% of the sidewalk....can I pull my old truck up and start a produce stand....fruit smoothies

    why not turn the strip SIDEWALK into a massive outdoor sales area...can I have a convention here in the park.....how about a basketball tournament....maybe I can get a generator and some old slots and just park it right here on the sidewalk and start a sidewalk casino.....who needs to pay rent! or property taxes!

    how about a sidewalk internet cafe or a hot spot?....no food or casino license needed for that

    I am not even talking about the bums, it is the idea that people are using public spaces to conduct their for profit business that I have an issue with because where does it end and what makes the porn slappers and water people and animal costume people special

    if Vegas really wanted to get rid of them they would do the counter intuitive thing actually license it and then put the cost of the license at $5,000 per person and make each and every slapper and animal person go through a 12 hour course on what they can and can't do and charge them $1,000 for the course every 6 months, then charge them $1,000 for a license, then charge them $1,000 for the proper safety shirt, then give them each a designated 2'X2' spot they can stand in and make sure there is a huge fine if they move outside that spot including reaching outside of it......then make sure that spot is way back from the curb or right up on the curb where 100% of the people can walk 5' or further from them

    so it would cost about 10K per year to have your little 2'X2' spot that you can't reach out of that is terrible for having people actually walk anywhere close to you along with the back ground check, the ID, the safety gear......and then tax them on each item "sold" so that all those porn cards that get taken and thrown on the ground have a 5 cent fee on them

    each porn slapper goes to the city porn card depo, picks up their allotment of cards their employer has provided (say 1,000) and then at the end of the night they turn the ones left back in (say 200) and then there is a 5 cent tax on 800 cards distributed

    each card would have to have a tax stamp on it like cigarettes and if you are caught handing non-taxed cards it is a huge fine for whoever is on the cards and jail time for the slapper

    if they want to use public spaces they should pay for that right

    the animal costume people could be placed in a particular area and then there could be a camera on that area monitored (at the cost to the animal people) by a city agent that counts the number of photos taken with each costume person and then they are charged a dollar per or whatever makes up the cost of the cameras, the monitors and then PROFIT!! for the city for use of the public spaces

    put the money into strip improvements and city park improvements

    I wouldn't care about the porn slappers if it wasn't for the fact that they are extremely annoying and aggressive, shoving those stupid cards right in your face as you are trying to get by - and they double and triple team you as if that is going to make you take the card.

    Honestly, how more of them have not been punched out by drunken strip crawlers is a wonder to me. They are really a nuisance and something has to be done to get rid of them.

    I walk past them like they don't even exist.

    I have never had a problem when doing this. Never been touched or had any of them say something to me. Not once.

    I agree this is a valid Vegas discussion, but let's be careful to keep politics out of it. Commentary about the ACLU and "lawmakers" pushes this thread closer to violating the no politics rule.

    Someone has a point (wait, I see what you did there with your username...).

    Public areas - and particularly sidewalks for heavy foot traffic - are not intended as places for private companies to conduct and advertise their businesses. If you want to advertise your business to people on a public path or road, you need to rent or buy a private space on which to plaster your billboard or sign. If you want to conduct your sales for your legitimate business (food truck, etc) in a public area, you are required to get a permit/license and there are regulations in place for where, when, how, etc.

    Now personally, I've never had issues with the slappers because I just ignore them, but I can see how advertising/conducting business the way and places they do detracts from the overall quality of a very popular public area (the length of the Strip) and the value of any nearby private properties.

    I would like to know why they're given such leniency in terms of doing what they do compared to other legitimate businesses that would certainly love to take advantage of a free, heavily trafficked public place to advertise and do business.

    I have never had one bother me, or force me to take a card. Like someone else said, I just walk by. One thing I find just as annoying, yet no one mentions is the billboard trucks. Somedays it takes a half hour to drive a block on the strip, more traffic is not neccessary.

    I wouldn't have much of a problem with them if they didn't invade your personal space by leaning in as you're trying to walk by. I can see myself snapping and shoving one of them hard after the 50th time in a day, or if they do that to my girlfriend , which i really don't want to do.

    I understand the first amendment situation applies because it's a city sidewalk. Why doesn't the city give ownership to the casinos that inhabit directly behind that area of sidewalk? This way the slappers would be trespassing on privately owned property and they'd be relegated to areas like Hawaiian Marketplace. The casinos might not want to do this because of upkeep and liability on spaces where they're not making a buck, but the city or state can mandate it if necessary.

    As long as they make the guys handing out nightclub passes and buffet coupons pick up their stuff too, I don't see a problem with it. I thought at one point they had gotten the escort companies to already to agree to this. But I don't see it as a free speech issue that could send this to court. You are kinda forcing them to do labor and I have a feeling that won't fly. There has to be a way to incentive these guys to do this crap in a more electronic way. It should save everyone some angst and money in the long term.

    All that being said, it does annoy me that the casinos don't do more to clean up. I realize it's not their fault but it still reflect poorly on them to see the strip covered in trash. Dealing with this needs to be a multi-pronged attack.

    I agree they are annoying. I agree they can get a bit to close to my personal space but I ignore them as if they weren't even there and I have never been touched by them. Not once. I am only slightly nicer to Time Share salesman as I simply say "no thanks" and save them trying to use their hook. They are just people trying to make a living albeit an annoying living. I try not to knock anyone making an honest or semi honest living.

    You can also stay drunk the entire trip and you are less likely to notice them! I try and do it!
