Mask Mandate, Effective Friday, July 30 and Weekly Status Updates

    Governor Sisolak Signs New Mandate for Masks in Nevada, Effective 12:01am Friday:

    Governor Sisolak has signed a new emergency directive requiring people "to cover their nose and mouth with a mask or face covering in a manner consistent with the guidance issued by CDC," i.e. masks will now be REQUIRED indoors in 12 of the 17 Nevada counties where caseloads are substantial or high.

    This new directive makes the CDC's recommendation a mandate. But it makes it a mandate pursuant to the way CDC has framed it, i.e. only applies to the counties flagged as having high or substantial transmission according to the CDC.

    Masks will now be required starting Friday just after midnight in Carson, Churchill, Clark, Douglas, Elko, Esmeralda, Lincoln, Lyon, Mineral, Nye, Washoe and White Pine. The other counties are listed as having low or moderate transmission and are exempted. As will these counties, once their rates go back down to manageable levels.

    The Emergency directive signed back in May REQUIRES people to wear masks "in a manner consistent with current guidance issued by the CDC."

    I moved this post here, but there were other threads. The *you* here is collective and not specifically directed at anyone in particular.

    This thread had already required moderation. I have deleted the replies.

    I get it. I understand your frustration but I have now tried to do dozens of these open threads. I know everyone wants to say whether they are/aren't canceling trips. Share their opinions about masks. And delve into the evil machinations of the government representatives whose make these decisions.

    I am not doing that again. I'm tired of this virus and even more tired of the Covid related BS on the board over the last 16 months.

    VMB keeps proving over and over that we can't have open threads on the topic of this virus and especially about masks for some completely idiotic reason.

    I'm sorry if you disagree with that decision and I wish you much happiness at whatever other website you end up on, but I'm not doing that anymore. It is too much of a headache for the moderators and I.

    Nevada has issued more guidance on the mask mandate.

    The first is about how counties will be added into or removed from the mask mandate. Data will be reviewed weekly on Tuesdays and counties must remain in a transmission category for two weeks before the mask mandate will be added or relaxed.

    The state has also released guidance on what counts as a “public indoor setting,” including grocery stores, shops, malls and casinos, but also public transit, taxis, ride share and at work, in certain situations.

    Every Tuesday the CDC Data is reviewed for each county in Las Vegas and it is determined what the current risk level is. In order for the Mask Mandate tio roll back in Clark County, the county needs to have two weeks in a row where on Tuesday the county is at Medium or Low risk.

    I will update here every Tuesday, so it doesn't get lost in my daily COVID update sticky.

    I wanted to do another update. But I also wanted to add a little explainer.

    I've had a number of people contact me to ask if I think the mask mandate will be gone by the time they are traveling. I have no idea, but I can give a little explainer on how the data is being used to decide if the mask mandate stays in effect or not.

    Select Nevada and Clark County for Las Vegas, Washoe for Reno, Douglas County is South Lake Tahoe on the Nevada side.

    You will see a map that tells you the current level of the county:

    Scroll down until you see the section with the 7 day moving averages:

    If you look at the numbers to the left of the graph, you will see where it says that the cases (per 100k population) in Clark County is currently 240.35 per 100k.

    That 240.35 number is what to keep your eye on.

    The CDC is defining the four different categories as follows:

    High - Greater than 100 per 100k population
    Substantial - Between 50-100 per 100k population
    Moderate - Between 10-50 per 100k population
    Low - Under 10 per 100k population


    The wording of Governor Sisolak's mandate says that a county needs to be Moderate or Low for two consecutive weeks in order for the mandate to be lifted. That means that Clark County, or any county) would need to be between 10-50 cases per 100k population for two consecutive Tuesday's and then the mandate will be lifted. Two consecutive weeks above 50 again would result in the mask mandate being reinstated.

    The current update from yesterday is as follows:

    Nevada mask mandate update 8/24:
    - Storey is getting a mask mandate effective 8/27 after two weeks of high transmission
    - Esmeralda + White Pine could get mask mandates on 9/3 if they continue to have substantial transmission
    - Only Eureka has "low" transmission

    The rest of the counties, including Clark, Washoe and Douglas remain the same.


    Hopefully that helps give you a better way to keep track of how long the mask mandate might last as you plan your trips. 240 is pretty high and far away from 50, so I would not expect major changes any time in the near future. Certainly not in the next two weeks.

    Today is the day they evaluate the county numbers to determine the status of the mask mandate.

    Clark County is still ranked as "High".

    Cases are down from 240 last week, but still way above the 50 that it needs to be for the mask mandate to roll back.

    So, the mask mandate stays in place in Clark County for at least two more weeks.

    There has been an update made today to the Mask Mandate to allow some conventions that require all attendees to be vaccinated to go without masks inside the event. If the gathering is partially vaccinated, masks will be required.

    In a nutshell, the directive "creates an exception to the mask requirement for eligible large events or conventions in counties with “substantial” or “high” transmission rates if all attendees are vaccinated. This gives an option for event organizers to choose between requiring masks indoors for all attendees, regardless of vaccination status, or ensuring that all attendees are vaccinated, in which case fully-vaccinated attendees can remove their masks.

    This is not a requirement to show proof of vaccination to attend a large event or convention. It is an optional exception to the general mask requirement if the event operator chooses to require proof of vaccination for all attendees."

    If an event/convention has more than 4000 people and requires proof of vaccine from all attendees, the event organizer can decide to allow participants to go without a mask. If there is only partial vaccination, they can not.

    You can see here that the case load per 100k population has gone down to 182, but there is still a long way to go. Clark County needs to be below 50 per 100k for two weeks before the mask mandate can be lifted.

    In fact, all counties in Nevada are currently at High or Substantial risk and all counties will have an indoor mask mandate this week.

    Although the case numbers per 100k population in Clark County continues to decline (down to 168.88 from 182 last week), we are still quite a distance away of being under 50 cases per 100k that would be needed to lift the indoor mask mandate.

    Last week Clark County was at 139.54 cases per 100k population, this week it is at 105.62, which is a significant decrease. However, because Clark County remains over 50 per 100k, which is required for the end of mask mandates indoors, the mask mandate continues.

    It's looking like there is a chance for us to see Clark County slide out of the High Risk category, into Substantial Risk in the coming weeks. Substantial Risk category is between 50-100 cases per 100k population. Remember that the mask mandate requires the county to be under 50 per 100k for two weeks before the mandate lifts. Then for it to be again above that number for two weeks, before it would be reinstated.

    Last week Clark County was at 105.62 cases per 100k population, this week it is at 110.87, which is a slight increase. Nothing to panic about, we'll see what happens next week. However, because Clark County remains over 50 per 100k, which is required for the end of mask mandates indoors, the mask mandate continues.

    Tiny Esmeralda County is the only county in Nevada that is below the 50 per 100k rate. Esmeralda County cited a population of 969 in 2019 and their county seat is the "ghost town" of Goldfield, NV.
