    As long as you are Diamond, yes. The only requirement that Tier Credits counts for is the 25K needed for free entry to the Lounges.

    15K TCs would only gain you entry into the lounges giving you the opportunity to pay $10/1000 RC. To get comp entry you would need 25K TCs.

    Does anyone know yet if the diamond “plus” status carries over a year after you’ve made it? I.e.-continued “free” lounge access with 25K+ points last year and less than that to this point this year? I assumed it does but was planning to confirm when I visit in April

    Yes. Status earned is good for current year and nfollowing year, and same goes for the benefits. For example, if you earned diamond plus on February 2020, your tier status and benefits is good till January 31st, 2022, even if you don't have any play at all.

    I believe you don't need even 15k to get access to the lounge with a 1000 RC charge.

    Just to confirm as my wife has reached Diamond via play for years, but this year we did the Wyndam match. She has only about 100 Tier Credits this year, but still at 8,000 or so RCs from past years. So, to get in Diamond Club, she needs to redeem 1,000 RCs for her and same for a guest. (if only her, she comes as my guest, but we will be with another couple on one visit)

    No requirement on tier credits earned - but if she reaches 15k, then no 1,000 RC admission.

    EDIT: Need 25k earned TC to get free admission.

    You need 25K TC for comp entry. Anything less is 1000 RC. easy_money was correct on this....

    I have a question about the $100 dinner. I reached diamond and was curious if this could be used at anytime or just specifically dinner 5-10pm?

    It can be used anytime. And just for additional information, they used to give you a receipt/certificate but last time I was at Caesars they are now able to load it onto your card

    Yes, any meal you want. Check as some places can do it via the card. And some via a voucher. Guessing it is some system issue.
