I'll be visiting The Grosvenor Casino Victoria in London and wanted to know if it's ok to wear shorts and a tee shirt?
We would stop in during the daytime for maybe a couple of hours. If I'm out sightseeing most likely I would be wearing
cargo shorts and a tee shirt. Can anyone one tell me if that would be acceptable?
I guess trainers mean gym clothes?

    I found this online...
Grosvenor Casinos' dress code is smart casual, which means that while trainers are acceptable they shouldn't be dirty or tattered.
Similarly, jeans are fine, although tracksuit bottoms are not suitable.

I think trainers mean "tennis shoes" or "sneakers". Unless if all shorts are expressly forbidden (doesn't look like it) and the t-shirt you're wearing doesn't have a silly print like the t-shirt I'm currently wearing, you probably are ok. They also point out they don't want you to wear sports teams either.

They equate it to going to a nice bar and restaurant. So if whatever you're wearing would look awkward at a mid-level Strip steakhouse, I probably would try to avoid that.

I'd get an email off to the casino, personally.

Oh yeah, I didn't even think about that. Yeah no sandals for sure.

Also agree with @ken2v. You would hate to be wrong.

You will certainly look like an American in London, that’s for sure.

London resident here to translate. Trainers mean sneakers, like a regular pair of Nikes. The suggestion of thinking of smart casual as what you would wear at a mid-level sit down restaurant on the Strip is a good way of thinking of it. Or a mid-level chain restaurant. British smart casual is like the going out version of American business casual.

Cargo shorts and a t-shirt is not really smart casual. To be 100% safe, I would switch the t-shirt to a polo shirt.

You need a little bit of cultural knowledge to read between the lines, but the dress code is really so they can turn away chavs and homeless people who look like they will cause trouble. As an American tourist, you should be fine, particularly because the casino will likely be dead in the middle of the day.

Haha, so true. The suggested boat shoes also scream American.
