ACG can be purchased from Amazon. LVA is only available through their membership. Google will help you out here.

Is it worth it? That answer varies based on everyone's situation. Will you have a car? The best coupons are generally off strip, or downtown, so factor in taxi/Uber expense if you don't have your own car. Are you the type to remember to use a coupon if you have it?

Bally's is a great location as you can walk to lot's of other hotels. Pretty easy walks to Paris which is connected to Bally's, Planet Hollywood which is just across the street from Paris. The other way from Bally's you have lots of places. Most likely will be cool outside and very warm inside the casinos. Get a total rewards card and use it and you might have enough RC to buy breakfast before you leave or more depending on your play. Go out and watch the fountains at night from the bridge on the corner of Bally's going over to Ceasars Palace.
