I took this from another site:

"There is an elevator bank on the casino level of Cosmo. It's kind of hidden but if you troll the machines against the north wall, you'll see it in a little alcove. Two elevators. Take them down one level and you will be in an eerie parking lot type place. There's a convenience store there and you can get beverages and snacks, including water, a lot less expensively than the casino gift shops. The convenience store connects this parking lot place to the entrance of the Jockey Club. There's no fancy sign or anything. Just get off the elevator and go to your right and you'll see the door up ahead."

    Anyone been to this store?

So why would a shop owner want to "hide" his store,, rather bizarre marketing plan

Based on the description of the location it might be for Jockey Club people rather than Cosmo. Not sure though as I don't think I've ever been back there.

Just looking at the type of cash register they have, that definitely isn't a part of Cosmo. Still, if the prices are good, probably a lot easier to go there than to Walgreens across the street.

They probably don't mark it in any way 'cuz they want people to shop at their higher-priced gift shop!

That is my thought as well. In the end, their is some strange relationships between Cosmo and Jockey Club.

Heck, just look at their proximity to each other here

I've stayed at the jockey club many times and as people mention this is located right off their check in desk.

Prices aren't great IIRC, much more than Walgreens across the street.

The secret lil elevator is awesome for JC guests to get to the Cosmo.

There is a parking agreement between the two properties. JC owners, at least, can use the Cosmo parking.

I should mention that while this store is a bit pricey, I believe the JC offers daily shuttles to a grocery store off strip which I'm sure Cosmo guests could find their way into.

Also as Hyperfocal mentioned, they share parking ... JC has the 3rd floor in the shared garage.
