    The Vanguard Lounge in East Fremont. It's one of their specialties, a slightly tweaked version they call the "Vanguard Mule" that has a bit of rosemary and cucumber. They also offer it for something like $6 during their happy hours, and you can get a great deal for drinks there on Groupon. Of course you can get just a regular Moscow Mule if you want. They use top shelf alcohol and ingredients.

    Park on Fremont has a root beer mule that I found quite tasty on a hot summer day.

    I don't know that it is the best, but the Commonwealth makes a solid mule.

    not downtown, but in front of Ballys

    Fuel Bar was selling tons of them, in a copper cup too (not for keeps)...get a drink card from the guys catching the strip walkers and you can get 2 for the price of 1

    Oak & Ivy in the container park makes the best cocktails in Vegas in my opinion.

    Speaking of ginger beer cocktails (were we?) lest we not forget the Dark and Stormy: ginger beer with Goslings Rum floated on top and a squeeze of lime.

    Triple 7 at Main St. Station has a sign out front of the restaurant touting 4 different flavored vodka versions of mules for only $4 each! At least the sign was there last week.
