Certainly not downtown but i found 107 Lounge in the Stratosphere impressive. There is an early and late happy"hour". Pay for one drink get an identical drink free. Must be same drink, still can to $15+.

Both the Commonwealth and the Oak and Ivy have places to drink/relax on the roof. The view won't knock your socks off, but they are both nice places to chill.

I have wanted to go here for happy hour the last two trips to Vegas but always get sidetracked. Need to make it a priority.

Golden Nugget has a bar with a patio that opens onto Fremont St. Don't recall the name. Not elevated but you can people watch, may have a fee to enter our maybe you just have to buy drinks to sit.

It all depends on the view. If you want to see ever static mountains that never change so that you can be introspective then you're in luck: see almost every hotel. If you want to see the strip in all it's glory then you're out of luck. The best thing to view DT are the people: ever changing, dynamic, and most time hilarious despite ourselves.

People view...Hennessy, outdoor on their patio. The east end of Fremont, under the canopy is fill with characters. Not just the ones in "costume", just everyday people, since the main bus stop is right across the street.

Also, the outdoor patio at Banger Brewery. Fun for us to wager on the weight of the people who go to the scale next door at Heart Attack Grill.

I have a hard time sitting at a bar downtown and relaxing since my main purpose for being there is to play Video Poker. That being said, my best view is the Kings Bar at 4Q, we call it the square bar. Watch the general craziness on the street plus the couples who come to the bar to negotiate thirty dollar drinks. If you don't want to play I would pay for the Gold Diggers balcony at Golden Nugget. I read on another site that they have gambling; if so you can tell the door that you don't want to pay the cover charge, you just want to look at the tables.

The Vue Bar at The D has a small balcony level with the zip lines. They used to have tables and chairs but they were gone last time I was there. You can still get a drink and stand and watch the light show or the crowd below. The escalator is one-way up. You must go through the casino to get back to the street.

View from a table at Oscar's. Decent food, but a little pricey imo. Building that stage really screwed up the view. Vegas Club refused to pay dues to the FSE and the rumor was they built that stage to screw both LVC & Plaza, which had the same owners.

I was going to suggest this as well. The Top of Binion's Steakhouse has good views of the city and strip, and I assume they have a bar, but I've only ever eaten there, not specifically gone to drink.
