I stayed in the Ballistic Jubilee rooms a couple of weeks ago. The Jubilee Tower has two banks of elevators, left and right, the right are floors from Casino up to the 15th.
On the left, where i stayed, are floors 16 and above (64-73).
Better rooms are subjective. In my case i had even numbered rooms which face north (in Jubilee Tower), rooms numbered odd, faced south.
The north facing rooms are generally quieter than south facing rooms, but again it's just an opinion. I would have been happy either way, as long as i stayed in the Jubilee Tower with the extra amenities.

Based on my experience in a South-facing Jubilee room, I would think World War II was quieter. I knew nothing of the rooftop club at Paris prior to booking, but once the action got going nothing could drown out the noise. I had to switch rooms.
