Just booked my 3rd trip to Vegas next month. I'm flying back out at 5:45 AM Monday Vegas time. So will need to leave hotel around 4:45 AM or so. Will it be an issue getting a Taxi at that time? Or will their still be some running? I don't want to be sitting at hotel at 4:30 in morning not being able to get to McCarron and stressing out over that.

We have never had a problem and we usually leave for McCarran from 4-4:45 am.

Uber tried to get started in Vegas, they ran for a week or so but was shut down. The taxi industry is like the mob, they want to control everything (part of the reason the monorail has not expanded to the airport). They tried to get the bill passed last week but it was shot down.

As for cabs, Iv never NOT seen cabs just sitting outside hotels in Vegas, maybe on a weekend but I don't think you will have a problem during the week. You can always call valet before you go down and check if one is there, if not request one and they should show up fairly quickly. OR you can pay the rate and use the Belltrans VIP service and they will just arrive to pick you up.

Just a quick note about downtown - I have never NOT seen cabs at the cab-stand at Binion's (on Casino Center, just north of Fremont). They are there at all hours.
Also, the cab stand for Golden Nugget - off of Main...1/2 block south of the Plaza/Golden Gate... always cabs there too.
