    Ny Madison Ave deluxe 2queen bed
    Or
    Ballys. Jubilee deluxe 2 queen bed

    Which is nicer. Bigger. Fridge.

    Will have 4 people

    Or is there a better hotel with two queen beds

    There are lots of better hotels with two queen beds....

    But based on your criteria, I'd say Bally's Jubilee rooms beat NYNY's rooms.

    Now if you were booked in a Bally's Indigo room, then I'd pick NYNY.

    Agree, I'm in a Jubilee Room right now and it is nice. Frig and coffee maker, plus Ballys is middle of the strip, easy to get around to visit other places.

    Pretty sure Bally's doesn't give you a fridge by default.

    Hell does any strip hotel give you a fridge for your personal use by default?

    Well the post above says jubilee rooms have fridges so that would be a good choice obv.

    Yep, the Flamingo Go rooms have a frig for personal use by default.

    I think TI also has fridges in their rooms.

    Monaco Suites at MC have a fridge.

    Everyone has different opinions but Aria, Bellagio, and Wynn are the best ones when you're not taking into account the "special places" (ex. skyLofts, SkySuites, etc.).

    I'm in Jubilee Tower with room facing Cromwell. Some construction noise during the day, but I have heard no noise during the night for the 3 nights I have been here. Jubilee Tower is nice. I have not seen any room service food left in the hallways or anything like that. Very clean, housekeeping has come every day. Casino doesn't appear to be real smokey, but smoke doesn't bother me, so maybe it might be for someone who is bothered by it, I don't know.

    I choose NYNY. I love the hotel, casino, and staff. I've never had a bad time there and thats saying a lot cause I stay all over town.

    Hands down Ballys! Jubilee tower rooms are very modern and well done. Personally I like the location of centre trip better as well. I wouldn't worry too much about construction noise as the major work is done and if rumours are correct then the bazaar should open in the next month.
