People have great success booking the lowest level room at Caesars and asking for an upgrade during check in, but like everything else in Vegas, it's a gamble :)

Check out the $20 trick section....

When is your trip planned for? This will affect your chances of getting an upgrade at Caesars, or, at any property.

See if you can book a Forum tower room and try to upgrade past that.

Roman tower is a little rough for the price.

Caesars Vegas is the company's flagship property and, regretably, the old Roman Tower rooms are a far cry from the rest of the hotel.
Do upgrade. Roman Tower is so old Caesar may have really stayed there.

I haven't stayed, but yea I looked at a few videos on youtube, and it doesn't look good at all, one guy said it's motel 6 haha.

Before you try the $20 trick, book something you are happy with. I would be really upset to get stuck in an expensive room at Caesars that isn't up to par.

Aria is great! Top notch 5 star hotel. I would pick Aria over Caesars anyway. I feel like sometimes people just stay at Caesars, because it's Caesars, but there are far better properties at better prices out there.

I second the suggestion to book Forum and try for upgrade. Roman Tower is almost subhuman. If you get decline for an upgrade and get stuck with the Forum, it is still pretty nice and conveniently located on the property.
