I think I read somewhere that the wheel reloads a 7a Vegas time. What about on the weekends? Mine was much later yesterday.
I just asked a similar question. Mine have been happening later and later it seems. It was after 8pm yesterday and that was with constant checking and playing throughout the day. It's been in the evening everyday this last week.
It doesn't have a set time, it is available 22 hours after your previous spin, but will not happen until you load the game after the 22 hour timer is up. If you normally spin at 8 AM, but forget one day and don't spin until 4 PM, you cannot spin again until 2 PM the following day, not 8 AM as you have previously done.
