CP for best rooms & pool.
Paris for lower table minimums (MAYBE) & cheaper food options.
The other thing to consider is size. Paris has a MUCH smaller footprint than CP. If you have any mobility issues choose Paris.
(Funny I walk ALL OVER the Strip, but the endless walks to get anywhere within CP or just to GET to the Strip annoy the heck out of me)
If you are renting a car, the CP parking garage is a LONG way from your room, clear over by the Forum Shoppes.

CP right now for sure. Paris is nice but ballys and planet aren’t open yet so nowhere to go. From Octavious or Augustus tower in CP you can simply walk across to flamingo/linq promenade for food/gamble or to bellagio across the bridge from your tower. CP is the best option when not all properties are open. Not to mention ceasars will be the better pool area by far.

I know the room quality is better at Caesars, but I have just never liked it there. The casino layout is confusing to me. I would opt for Paris. It’s easy to navigate and has restaurants that I like. The one thing that gives me pause at this time is that like others have said Bally’s and PHo are closed.

I've done both on a comp as recently as last year. Usually Ballys or Paris but wife wanted Caesars in March of 2019. Wont do Caesars again (at least during march madness). I like to be able to hit various casinos (craps tables and VP). From Paris Im a couple of mins from Ballys which is a couple mins from Cromwell which is a couple (you get the picture). Plus it took 15/20 mins to get from my room in Augustus tower to Flamingo Sunset ballroom ( for the MMILV party). TBH when in vegas I don"t spend too much time in my room. And when I'm in my room Im usually asleep!

For the first timer to Vegas, Caesars would probably be a mind blower and worth the hassle (I guess)

You don't have to play at the CET hotel you are staying at. You can stay at CP and play/eat at Paris. The big questions are: 1) is walking a big issue and 2) how much will you use the room?
I believe the Octavius Premium is similar to the Augustus Premium rooms. So you'll get a bigger room than at Paris, and there should be a couch and small table with 2 chairs. Also the bathroom is nicer than Paris, not sure if there is a diff between Octavius and Augustus Premiums, but the Augustus has a nice big shower, and whirlpool tub (I've heard the Octavius rooms are missing the whirlpool tub, but I can't say for sure). But if you're just sleeping there its not that big a deal.

Caesars Octavius King Room is my favorite I’ve stayed in when in Las Vegas (spent 11 nights there on our wedding/honeymoon trip right after that tower opened). Obviously I’m not a High Roller but I’ve stayed quite a few places on and off the Strip, so I’ve done “low roller” comparisons.

I’d stay there with a comp offer any time and not think twice.

If you are going to gamble at CET properties to maintain your comps, I think right now you have no choice but to stay at Caesars. As a Caesars property right now Paris is like an island, it's all by itself surrounded by closed casinos. It's a long walk there from anywhere owned by CET. If you stay at Caesars, you have Flamingo, Linq and Harrahs all right across the street.
I will warn you that food options at Caesars are very pricey and limited right now. Besides the food court, they have the Americana Cafe where we ate one night. They may have the smallest menu known to man.Between breakfast and dinner they had maybe 10 choices. We had the $54 ribeye and fries, and while I was surprised how good the steak was, I still think $54 was a bit much for a cafe. For breakfast pancakes by themselves were $21. Most of the restaurants were closed, and a couple like Beijing Noodle #9 were take out only.

I stayed in March just before shut down at CP Augustus and love the hotel..got killed on the gambling at CP. Had better luck in Paris , Harrahs and Linq. Octavious is close to Pools..The pools are great CP. If that is important to you.

We are staying at Paris right now and it isn’t as busy and the walk without neighbor properties open isn’t great. The room is nice. It is the end of the hallway corner. Not quite as nice as Augustus tower at CP though. [IMG]
