I work with local government and this is the latest word we got on Real ID:

The Transportation Safety Administration (TSA) has released public information regarding enforcement of the REAL ID Act and ID requirements at airport security checkpoints. Beginning January 22, 2018, driver's licenses or state IDs issued by states that are not in compliance with the REAL ID Act and have not been granted an extension by DHS may not be used to fly within the U.S. Beginning October 1, 2020, every traveler will need a REAL ID-compliant license or state ID or another acceptable form of identification to fly within the U.S.

They don't say what happens to the states who don't comply and people who want to fly. I had a list someplace about the states that aren't in compliance. For travelers from Hawaii, luckily we are in compliance with Real ID so you don't have to worry when you are travelling.

Better get your passports now just in case, lol.

Yes, there have been a couple of extensions for states that aren't compliant.

Minnesota is not compliant and I will defer this baby as long as I can because I expect I'll probably have to pay out of my pocket for it. It's what we do here- run a $1B surplus and forcibly charge everyone $20 for a Real ID license.

I'm not worried. I have a passport. But, I think that either all the states will comply or the Fed will change requirements. There's just no way they're going to tell everyone in Texas, for instance, they can't fly without a passport. Ain't gonna happen. Chaos would be a mild word. At my age I'll be happy to even be making my October 2020 trip to Vegas-not gonna worry about a driver license or passport until then, for sure, and you can be certain requirements or state compliance will be different then.

Now, I'll go back to more pressing things to worry about, like Strip casino resorts nickel and diming us to death with fees and crappy odds games. Or the coming zombie apocalypse.

As a Brit, this all seems a bit of 'fuss about nothing'. I need a passport to come to the US, I also now pay $14 every two years to 'waive my Visa requirements' (which to me is a National Resort Fee, I used to just fill in a form on the plane, now pay the cash at least 72 hours before I fly). Overall, there is a world outside the USA and given the weird actions of some people in the world at the moment, this just feels like a tightening of the rules. Nothing to hide, don't worry.....

Maybe I am too trusting/simple in my outlook on life?

Found a website with who is compliant, who has an extension, and who is not compliant.:
    https://www.dhs.gov/current-status-states-territories

Here's the short and sweet of it, but a lot can change in a year and a half:

I find it utterly ridiculous that you would need a passport to fly inside the borders of your own country.

You don't. You need a REAL ID. A passport happens to be one.

1 - You do not need a passport. Please read the article(s).

2 - Deadlines have come and gone many times.

    and most important:

3 - You can still fly without the new or old Id, or a passport. Read the TSA site to clarify.

YOU ARE NOT REQUIRED TO HAVE AN ID TO FLY.

It might be a major hassle, but you can still fly.

My question is more along the lines of how do you get through life without an ID? I need all sorts of badges and IDs to come and go from the port of Tampa, a valid ID to get past airport security. Maybe I've spent too many years with a lanyard around my neck, but I just don't see it as a hassle.

I didn't say you did, so calm yourself, please. The point is that I live in Texas, which is one of the provisional states which does not presently comply with Real ID. I can use my driver license to fly in the U.S. now because there's an extension, but if Texas did nothing I'd not be able to do so after the extensions expired. As you know, Texas does not like being told to do things by the Fed. I'm pretty sure that Texas will change, as will most all provisional or non-compliant states, but if they don't, either the fed would have to change or our passports would be one of the few Real ID forms available.

All I'm saying is that if the Fed imposed the law today more than half the population of the U.S. would not be able to fly within the U.S. with a state driver license-ain't gonna happen now or later. The fed will never impose restrictions which would make a passport one of the few Real IDs available-hence my statement that it would be ridiculous to need a passport instead of a commonly held state ID like a driver license. You will never need a passport to fly within the U.S. because it would be ridiculous, but that's where the fed would be without the endless extensions they've applied before and now. Therefore I find it utterly ridiculous that you would need a passport to fly within the U.S. Ain't gonna happen. But, right now the Fed is playing bluff trying to make the states bear the burden of Real ID compliance because the Fed does not want to be drowned in passport apps if states don't comply.

In our haven of flyover country, guns and religion, there are conspiracy theorists (I'm not one of them) who think Real ID us just a predicate for a national ID card. I have a National ID card-my passport-I don't care if Texas complies or not, but I'd still find it ridiculous if I had to use my passport to fly to Las Vegas. What most people don't know is that under the first version of the law I'd ALREADY need my passport (if there had been no extensions) because I'd not have any other form of compliant state ID. I'd have needed my passport this year, because there's no form of state ID available to me which would work.

It's going to take forever to get new forms of compliant state ID into the hands of everyone who wants to fly, hence the fed will continue to blink, because, here it comes, "it would be utterly ridiculous that you would need a passport to fly within the borders of your own country." When I first read the law I was thinking, "Texas driver licenses are non-compliant. I am former military special ops with a top secret clearance (and could fly with nuclear weapons), a licensed commercial pilot, a concealed weapons permit holder, I have a law degree and was licensed to practice before the Supreme Court, and I have Global Entry and TSA PreCheck, but the only Real ID compliant ID I have is my passport? This is ridiculous."

My original point was that I'm not concerned much about Real ID because the fed passed a law they can't enforce without chaos, not now at least and not for a long time. I figured that I'm about as loaded up with security clearances, background checks, licenses, picture IDs and permits as it's possible to be, but I'd not now be able to fly without my passport unless extensions and waivers had been issued. I knew that wasn't going to happen, but I did have to check the extensions to make sure we could make our January and May 2016 trips without taking our passports (how stupid would that have been?). No problems. Never going to be problems. If you live in a Real ID state, good for you. With all the many state and federal IDs and licenses I have, my Passport is the only Real ID. Dumb.

Thanks for the info on who still isn't compliant Shock. I also have a list of states that aren't compliant but received an extension:

The following states/territories have an extension, allowing Federal agencies to accept driver's licenses from these states until October 10, 2016:

    • Alaska
    • Arkansas
    • California
    • Guam
    • Idaho
    • Illinois
    • Kentucky
    • Louisiana
    • Maine
    • Massachusetts
    • Michigan
    • Montana
    • N. Marianas
    • New Hampshire
    • New Jersey
    • New Mexico
    • New York
    • N. Carolina
    • N. Dakota
    • Oklahoma
    • Oregon
    • Pennsylvania
    • Puerto Rico
    • Rhode Island
    • S. Carolina
    • Texas
    • Virginia
    • Virgin Islands

So we still have about half the states that aren't fully compliant yet. We shall see what happens after October 10 2016 but I would assume they would fall under the other category (states without exemptions) after that date.

The difficult thing is that Homeland Security isn't funding any of these real ID upgrades and is expecting each state to foot the bill to become compliant. Some states are having financial problems so don't want their state money to go for a fed plan (I agree), if the feds want to implement real id they should subsidize the states to do this.

Anyway, it will be interesting to see what happens in 2018 and 2020 with this.

Is the deadline 2016 or 2017?

If it's 2016, I'll have to use my passport to fly on our October trip to see Jimmy Buffett!

I'd like to know in advance as the airport is not near our home and I don't want to have to use my passport if I don't have to.

Thanks so much for all this information - it's been enlightening.

If I could ask, what make these states (and Texas in particular) non-compliant?

And what would the state have to do to meet the requirements?

    Thanks in advance.

    Cheers,
    Kelly

No, the real date is October 2020 when every state need to be in compliance. More than likely the states I listed that aren't in compliance by October 2016 (except for the ones on Shock's list) will probably be extended at least until January 2018 if not longer (or shorter) but you will have to check with your local government on that. I am not sure about the states that weren't granted extensions. From what I hear they granted extensions to the states that could prove were making an effort to implement Real ID, I assume the ones not granted extensions were probably the states that could not show they were working on Real ID.

If your state is on the list that was granted an extension until October 2016, you will have to check to see if TSA will grant those states a longer extension or if they fall under the "no more extensions" list. I seriously doubt that the TSA will prevent the residents from the 25 or so states and provinces who aren't compliant by Oct 2016 from flying after Oct 2016 but you never know and we shall see what TSA will do next.

Will most people from those states affected all of a sudden not be able to fly one day because they didn't know about this? I would think that many don't know about this rule.

All these people go on and on about dates, etc. etc. etc.

It does not matter. Nobody is going to all of a sudden one day not be able to fly without major notice. It is worth way less than the time I took to type this.

What is that line? Ignorance of the law is no excuse? I imagine there will be fine print on airline tickets from certain originating airports?

The TSA has said that some states ID/ License may not meet there criteria for travel some states have gotten extensions. I think 26 states have met the criteria. You probably should check the TSA site.

Fake news, MN(where I am) is one of the states that have never implemented the real id program, we just got another extension til the end of 2018, and it'll prob be extended again. Keep in mind prob 1/2 the people dont have passports(and will never have one), although you dont actually need any ID to fly(it does cause delays when you dont though).
