For TV, my fav is probably Bob from Twin Peaks. That character still scares the hell out of me.

Ack, great thread, and so many choices!

    1) My favorite Villain for favorite is more of an anti-hero: Roy Batty (Rutger Hauer) on Blade Runner. (But favorite as in the one who I feel for most...that character always strikes a chord for me.)
    2) Most diabolical, who just captured brilliant, icy, methodically sinister (yet still has a code): Mads Mikkelsen on the TV version Hannibal. He took Hannibal and gave him a depth and texture that (for me) knocked it out of the park.
    3) Psychotically unhinged, but powerfully creepy, and haunting: Heath Ledger, batman
    4) Best transformation from good to villainous...Walter White...Breaking Bad.

Always liked the way he played "the bad guy"......with a sense of morbid humor.
    Die Hard
Robin Hood ? ( was that the name of the movie ?.....he throws his son's lover out the castle window ! )

So many good ones already listed. I'm a huge fan of Mads Mikkelsen in Hannibal as well. Some other ones that I found notable:

Michael Pitt in Funny Games - A bit of a passive/aggressive psychotic
    Michael Madsen in Reservoir Dogs
    Kathy Bates in Misery
