Do TR DAL2 members and 7* automatically get an invite, or should I start buttering up my host now?

If so, would it be at your "home casino" first?

New Orleans 7* retreat. Food, food, and more food . . . .
    Tentatively Tahoe or LV . . . .

In previous years, an invitation to New Year's Eve was listed as a benefit for 7 Stars. It's not this year. I have received invites for all Vegas properties, not just my home property. I think the invites will be based on ADT, like all other offers. Lower ADT may only get NYE offers to lower end properties etc.

Don't think it's TR tier related. As newmans said, it's ADT. I've had buddies that were platinum that get the invites. For the Vegas and AC invites they usually come in a fancy package with the listed properties together. Like AC would listed Ballys, Harrahs, and Caesars and you get to choose one. Same with the Vegas invites I got every year. Then there's the random ones that come from the other properties across the country (Tahoe, NOLA, Laughlin, etc). If you don't get one, a host should be able to help get you in, if play warrants its. The invites are usually for you and a guest. I've asked my host before to add 2 people on for a NYE event at AC. YMMV.

I only had experience with CET last year- agreed it's based on the ADT. I'm certain with the play you are giving them you will get an invite. If it's like last year, it will include your choice of any of the properties, but the ADT will determine WHAT you get at any of the parties. Higher ADT will give more exclusive access, higher freeplay etc, to the events at any of the properties.
