Do they still have the free shuttle between Harrahs and Rio?

Yep !! Saw it running back in November, and a friend just used it last month.

It's a great, and free, way to go back and forth. The times aren't necessarily exactly on the hour and half hour, often they come more frequently depending on the day/time and traffic. They have two waiting areas at the Rio one for the Bally's shuttle and one for Harrah's, they are clearly marked. The stop at Harrahs' in the back.

Agree, it's a pretty nice service. When leaving Rio, I'll jump on whichever appears first, since I'll walk the strip anyway. I usually try to take the shuttle from Harrah's back to Rio, though. I just prefer waiting in the garage of Harrah's as opposed to outside at Bally's.
