OK so I used Harrahs Reno to get my Diamond. All my offers are currently for Harrahs Reno. Will I have to rack up more play at a Different casino to make it my "home" casino? I have a 3 night stay at Caesars in 2 weeks.

You'll probably get offers for Lake Tahoe and Laughlin (as Northern Nevada and Laughlin are the same "market")
However, for Vegas offers...you'll need to play in Vegas...

Your home casino is where the bulk of your play is. My home casino used to be Caesars AC, but I now do the majority of play in Vegas. As a result, my home casino is now Planet Hollywood. I'm not sure if a host could facilitate a change.

We can't, it is something done by corporate over time. The purpose of the home casino isn't really significant, offers will usually reflect where your recent high level play is. It also has an effect on your annual seven star and level 2 diamond trips, which are always billed to the home casino budget and not necessarily the casino you are travelling to.
