    I wonder if the frequency of visits come into play.
    Sure you may bet more than Player X but Player X may visit Vegas 2-3 times more than you. So overall they decide it worth-while to "invite" that player to the Noir level just to make them feel special.

    Absolutely it does. That's what tier programs do. Overall the tier program and tier benefits are more valuable for that smaller frequent gambler than the big infrequent gambler who would have gotten those benefits anyway.
