I stayed there last June and the only floor that had wi-fi was the 32nd (Hotel 32 suites). We were on floor 30 and couldn't get a wi-fi signal. They did have an ethernet port in the room; but we didn't use it.

We were able to get wi-fi in the casino and around it though.

They are working to add wi-fi to the entire building; but nobody has a firm date on when that will occur.

I was there the first week of March.

Internet is wired only where I was, but could see wifi on my laptop, just couldn't connect.

Construction is an issue if you have a car. The driving entrance off the strip is just a gap in construction fence, then a narrow road up to valet or self-park. The new arena they are building behind NYNY is a massive thing.

The construction should not be an issue as a guest, apart from the parking issue. Personally, after the first day, I parked at Aria to avoid the issue. The rest of the hotel was fine.

I was comped at Hotel32 a couple weeks ago and there was wi-fi available on our floor and the casino and spa levels (floors 1 and 2). My brother stayed in a regular Monte Carlo room on a comp and they did not have wi-fi, only ethernet connection. The clerk at the desk told my brother explicitly that wi-fi was not available in his room and it was only available on floors 1 and 2.

As for the construction, I never would've known it was there besides my brothers MC room overlooked the new arena being built although I could not hear it the few times I stopped by his room and we had to go right by it when we were picked up by the car service for our rounds of golf and any taxis from the MC. In my Hotel32 room, I never would've known there was construction going on as I couldn't hear or see it.

The easy way to self park or valet at MC, is enter NYNY self park on trop, and just go straight past NYNY to MC

I was at Monte Carlo this week - stayed on 28th floor - no wireless internet, just ethernet port in the room. Confirmed with VIP desk that wireless plans have been put on hold due to renovations/rebranding. As for construction and construction noise - not really an issue. We had a strip view room and was quiet. As for self park issues, we did not rent a car. Hope that helps!
