As long as you're gambling, your drinks are free. You may be limited on what brands of liquor are comped, though.

If your at a table or playing slots a waitress will come around and ask you what you want to drink.
    They will be free.
It is usual to tip her when she brings you your drink. (1$ being the norm).

Beers and mixed drinks are available.

Also it is customary to tip the bartender or cocktail waitress, but not mandatory.

As long as you are not asking for fancy liquor, if you are playing, anything you want to drink is free.

Tips are customary ($1 per drink ) though, so if you are getting soft drinks or water it may not feel that free. You don't have to tip, but if you don't, you might not see that waitress very often for the rest of the night.

What is the generally accepted rate at which you have to be playing to get Grey Goose or Maker's Mark? $25 a hand?

If you are at the tables and don't tip you'll be fine (I'm not condoning it, I always tip). The waitress will still come around as she has other customers at the table. But if you're at a machine and don't tip, she'll be a ghost.

If you want good service, tip regularly at least a dollar a round, but more if you want attention. smile, say "please" and "thank you," make EYE contact, call her by name if she has a nametag. In other words, be the kind of person she wants to serve and you'll get good service.
