Why Don't Straight Flushes Pay More?

There is actually a very, very rare "9/6/90" JoB paytable available on a few machines at the Eastside Cannery. I've played them before-- but there are signs indicating that there are fewer than normal points accrued for playing these machines (can't remember the specifics).
The "90" is a win for 1-credit played for a straight flush. At max coins, that's 450 credits (instead of 250). www.vpfree2.com shows this game, when played perfectly, being a 99.996% game... and the ONLY place with this game is the Eastside Cannery and only at the quarter level.
That being said, I didn't get out there to the E. Cannery my last trip, but I did manage to get two straight flushes (but not royals)... At 250 credits each. One was DEALT (!), which was nice.
