I noticed the cooldown time for casino's to get free chips changes from time to time. For example, Luxor hotel will sometimes take 5h 40m before its next free chip release, but after I collect those, it may drop to 3h 42m, and then change again after, etc.

Is there a pattern or just randomness?

Try collecting at the exact moment that the timer expires. You'll see that the time is constant. The timer doesn't stop running when you collect.

    Oh, I see.

So if a casino normally has a 3 hour cool down and I wait say, 5 hours 50 min to collect, I could collect my chips and then in 10 min collect it again?

I know that doesn't provide any advantage, but just wanting to confirm if I understand the process. I guess this is good if you can't initially collect the chips until sometime after the countdown resets.

Yes, correct. The more prestigious the property, the longer the refresh time, too.
