Everything I see says that the maximum number of passengers in a cab is five. Is the driver included in that five? If so....do they have mini van or suv cabs that can haul more?

It is 6 people or 5 passengers.
The vans are the only ones who can carry 5 passengers though as the cars can only fit 4 people.

Well, by definition a passenger is somebody who rides in, but does not operate, a conveyance... so the driver is a driver, everybody else is a passenger.

As for the maximum of five passengers: thats the maximum by law. Some of the bigger taxis will have room for 6 passengers, some even as many as 8, but the law is a maximum of 5.
