Does Paris have a spa? If so, can you tell me anything about it?

Paris and PHo's spas are both Spa by Mandara. I've had treatments at both spas and prefer the one a PHo to the one at Paris. I didn't use the gym facilities, just the spa.

Do the spas have wet/steam and dry saunas or hot tubs/pools?

Yes, both Paris and Planet Hollywood have steam rooms and saunas and whirlpools. They are both pretty comparable.

I like the Paris spa. It is somewhat small and simple. The best masseur EVER...Ovid. Ask for him by name.
