I have been to Vegas in in every month from April to November (haven't tried winter - yet) and it is ALWAYS windy, some days much more than others. There is a monsoon season from June to September but I have never heard of a "windy season". Because of the way Las Vegas is situated (It's in a valley after all) it is windy all year round.

We lived there for two years. If there is a day the wind isn't blowing, it's noticeable. Otherwise, there is wind everyday. But, jeez, nothing to fret over.

One April we were driving back from Vegas with a massive south/southwesterly blowing. My Ridgeline doesn't exactly get good mileage to start with but we could not get from Vegas to So Cal w/o filling up, it was that windy. Of course, it also meant earlier that day that most of us nearly reached a 400-yard hole at SouthShore! (Don't ask about drivers on the preceding par 3.)

As Joe notes, it's a desert, it's windy most of the time, but mostly not something about which to worry.

The Spring "squalls" that come and go fast can be surprisingly windy. For example, today (Monday) there's a wind advisory because of the storm system hitting adjacent states.

We have that here. Projected into the 30s today, and that's not gusts.
