I'm guessing anyone can use it. That being said this seems to be a pretty good deal but the call is yours.

Not sure, when I read the fine print it was based on double occupancy so you have to pay double for the room (whether a single or 2 people). I could be wrong though but since I go as a single it wasn't worth it for me.

Here is a similar offer on their web site after you sign in:

    Aloha Savings Inside Save 40%!

Valid anytime from August 1 through October 31, 2015.

Aloha Savings with comfortable hotel rooms at the California, Fremont, and Main Street Station, great food, exciting gaming and entertainment options. Enjoy an Instant Savings of 40% off your five-day, four-night Hawaiian Package which includes hotel accommodations, three meals per day, per person, hotel luggage handling and no Resort FEES! Your final price - $105 per person.
    Valid at the following locations:
    •California Hotel Casino
    •Fremont Hotel & Casino
•Main Street Station Casino Brewery Hotel

For Reservations call 800-634-6255 and mention offer code T58H11B.

    Disclaimer:
This offer is non-transferable and cannot be used with any other offer. Not valid during holiday or blackout periods. Offer based on double occupancy, not applicable on single occupancy reservations. Management reserves the right to cancel or modify this program without notice.

So that means you have to pay $210 to get the 4 night special. good for 2 people but not that great for a single.

On their web site they do have some other specials, like a lower nightly rate for the room and they give you $10 a day food credit but you have to charge your meals to your room to get the credit.

this is the special on their web site when you sign in:

Don't Get Stripped - 20% Off Room Rates
Includes $10 food and beverage credit per day, 7 day max (must be charged to your room).
Valid for stays between May 25, 2015 through September 10, 2015 (blackout dates may apply).
Or call 800-634-6255 and mention offer code V15DGS
Offer is based on availability. Blackout dates and length of stay restrictions may apply. You will be required to charge the food & beverage to your room for redemption of the food & beverage credits. Nightly rate does not include room tax, applicable hotel services fees, charges for optional incidentals or regulatory surcharges.

This second offer I might consider because it isn't based on double occupancy. I checked the nightly rates and they came out to about $2 a day more for this offer (over their standard bconnected rates) so with the $10 food credit you make out $8 a day to be used for food and bev.

The meal coupon books are pretty sweet, especially if you plan on staying downtown the whole time. I believe the coupons are good for either buffets or specific menu items at any of the three downtown Boyd casinos. My brother's and my favorite place to uses them was the 777 Brewery & Restaurant at Main Street Station.

You can either use the coupon booklets at the buffets or any of the boyd restaurants. Unfortunately when you use it at their restaurants (other than the buffets) you will only get a certain dollar value for it so you only save a few bucks using it. When you use the booklets at the buffets you will still have to pay a few bucks for a meal, more for the "specialty" meal (like seafood night).

One other thing, if you don't use up your coupons you can use them at the lanai at the cal on the first floor (also at the fremont) to buy stuff like sushi, pastries, candies, caramel popcorn and canned soda. You can also use them to buy a plate lunch there. Always good to bring home munchies and not waste the coupons you don't use. Since I'm usually out during the day I hardly use the lunch coupons.

The buffets will cost you a couple of dollars on top of the coupon. The other restaurants that are included have certain items marked on the menus that are covered by the coupon books. The selection is pretty good but definitely does not include everything. There is one "specialty night" coupon that is a steak, potato, salad, etc. Another thing worth noting is that the coupons are good outside of downtown. For example, if you go to the Orleans you can use the coupons at the coffee shop and they are assigned a dollar equivalent of $15 of so.

I haven't used these in several years but this was my standard comp offer for a long time and I still notice the marked items at 777, etc.

If you go to www.boydvacationshawaii.com, you can book a 4 nite/5 day hotel and meal-only package at the Cal for $43.75 per person per night (based on double occupancy). For single occupancy, the rate is $65.75 per night. The catch is that you have to be a Hawaii resident and show proof of residency when you check in.

Is this on a weekend? That makes a difference.

I booked at the Fremont using the American Casino Guide coupon of buy 2 nights and get one free, Tuesday Wednesday Thursday for a total cost of $85.12 (no resort fee) for the room, solo or double. Similar deals are there for the other Boyd downtown casinos.
I think that even weekend rooms are available in Vegas for around $60 a night most dates if you look. I booked the Tower at El Cortez for that (including resort fee) over Halloween weekend.
Food is not really that expensive downtown, but again it depends on what you want. My mother-in-law went to Main Street Station and never once left that casino. It was plenty for her and her friend. So she would have loved such a package.
I like to get around and I like to be flexible.
Also food comps seem to build up pretty quickly if you do any amount of gambling. I could not eat up all the comps I earned at the Four Queens. I go back with $40 comp dollars still on the books to use against my room rate on my next stay.
American Casino Guide has buffet deals where you get a free one if you earn just 250 points at Fremont, California, Main Street Station, or if you take that Sam's Town shuttle, there as well.
Golden Nugget gives $10 for food after 4 hours of live poker and may soon give $2 an hour.
My last trip to Vegas I ate for $11 a day on average over 20 plus days.

There are also so many choices. Some folks get overwhelmed by choices, but I like to have plenty to consider, even at the last minute and not be tied into eating at whatever food venue comes with a package.
When I'm downtown I like visiting Lola's which is not far away.

I'd hate to get a hankerin' for some good Cajun catfish but be stuck with my coupon book at California.

So, the real questions to ask are how comfortable you are with packaged deals. Of course, if this is only good for Hawaii, then you might be stuck with booking and eating on your own anyway.
