so.. spend a fair amount of vacation time in Vegas. Is it possible to buy some type of studio or one bedroom apt close to strip, in a complex where there is a pool? Idea is to rent out through management company (on-site) when not there, and use 4-5 times per year for about one week each visit. Not sure what the rules are for buying in either Vegas or Nevada. Absolutely not interested in time share... nor can afford hotel/apt in new developments on strip. Any tips would be appreciated.

There are many problems with the things you want.
1. there is absolutely nothing near the strip under $250,000. that is worth considering, to be safe.
2. If you do find a place, chances are the Home Owners Association will not let you rent it out for leases under 12 months.
3. When you do rent it out, and you want to come into town, what are you going to say to the renters, "Hey you have to leave for a week so I can stay here". The renters will not be happy and they will be taking you to court over violation of the lease.
If you want sometype of vacation property dirt cheap in vegas, and can pay cash, consider a mobil home. although, mobil homes will not give you a very good return on your investment.
If you wonder about 5 blocks from the strip east or west you will find some reasonably priced condo's that would work perfect for you and a vacation property, in the high $100,000.'s - $245,000.00 that are fairly safe to be in.
Also remember the safety of the unit when you are not using it.
If you decide this route remember the tax advantages to owning here. If you choose to not rent it, you can use it as a permanent address and get great tax releif from the state you are currently living in. Call the vegas address your permanent one and the other state your vacation address. It will be very beneficial for taxes.
